In psychology and education, we call this Fossilization.

Trying to learn Tajweed after memorization is significantly harder than learning it from the start.

In my experience, correcting a student who memorized a Juz incorrectly takes three times longer than teaching a new student from scratch. You have to break the old habit, clear the muscle memory, and then rebuild it.
